Why isn't Irina a seeded entry?

I see she has been invited to a couple of events, but as a two (or is it three) time winner, why wouldn't she be one of the seeds?

Only the top 6 at Worlds get seeded, Irina did not compete so she did not get seeded.

Seeding does have some influence in figure skating. Sarah Hughes was not seeded at DC Worlds because she did not compete (or place) in previous Worlds. Hence, the three US Ladies ended up in the same Qualifying Round.
