Long Time USFSA Judge/Official Loses USFSA Privileges

On April 4, 2003, the USFSA initiated a disciplinary proceeding against Theodore G. Clarke, (Chair of the 2001 Boston Nationals Organizing Committee and long time USFSA member), alleging violations of the USFSA Code of Ethics and Code of Conduct under the USFSA's "Principles of Ethical Behavior and Conflict of Interest" and the "Standards of Conduct, Responsibility and Duty" under the Colorado Revised Nonprofit Corporation Act. In accordance with USFSA Bylaws and Grievance Committee Rules, an expedited hearing panel was appointed and a hearing was held on May 3, 2003. The panel concluded that Mr. Clarke violated his duties of disclosure to the USFSA under the USFSA Principles of Ethical Behavior and Conflict of Interest and also breached his duties to USFSA under the Standards of Conduct required by Colorado law. The panel also concluded that Mr. Clark's conduct did not reflect loyalty to the USFSA, nor honesty of intention, openness or fair dealing. Therefore, the panel found that Mr. Clarke's conduct, under the particular facts and circumstances of this matter, may be characterized as "detrimental to the welfare of figure skating." As a consequence, the hearing panel declared that Mr. Clarke shall lose his privileges to participate in the activities of the USFSA and is declared ineligible effect upon the close of the USFSA Governing Council meeting on May 10, 2003. Mr. Clarke may apply to the USFSA for reinstatement of membership privileges and eligibility as permitted by application USFSA Bylaws and Rules.

The above article appeared in Skating Magazine's August/September issue (pg 45). It is widely speculated that the above disciplinary action was taken in regard to Mr. Clarke's support of the World Skating Federation, which during its formation required strict secrecy from all interested parties. Clarke, the current president of the Skating Club of Boston, was a USFSA vice president, founder and first president of the New England Inter-Club Council, and a national judge and referee in singles, pairs, and ice dancing.


--- I just viewed the World Skating Federation website, and there are precious few recent articles on the WSF linked to the site.
When the WSF was announced during the 2003 Worlds, the media was having a field day, with dozens of reports/ariticles printed in many of the major newspapers, and the WSF website carried links to all of these articles. The information seems to have dried up. It appears that the ISU has played some very tough hardball and has made it crystal clear that any federations, skaters, or judges who openly support the WSF do so at their peril. Since the USFSA wants to remain within the ISU family, they are following the lead of the ISU.

At this rate, it appears that the theme some for the World Skating Federation might as well be "The Impossible Dream".
