Yes there is a last chance competition for those countries who do not qualify a skater for this worlds. Each of those countries can send one skater to the event.
Historically that competition has been the Karl Schafer Memorial competition not Nebelhorn.
There are 30 total Olympic spots in singles events with the top 24 getting to skate the FS. All those countries that make it to the FS at Worlds are guaranteed at least one spot ( or more with higher placements up to 3 ). After those spots are filled, the remaining spots are available
So we have to wait until the end of the competition to see how many spots are available.
At least this is how it has been done in the past.
