Pair skating question

This has probably already been asked at one point or another but I always wonder why almost all the pair teams open their programs with the 2/3 twist? The singles skaters usually open with their hardest element, but pairs seem to never open with a throw, even under 6.0 when there was no second half bonus.

I am no expert in pairs but it could well be it is the hardest element to perform. It is after all throwing someone in the air while skating forward and then catching her in a secure manner, for me that sounds the most difficult element.
