Not quite accurate -- four is the minimum number of Intermediate/Juvenile level singles skaters advancing from each regional (unless there were fewer than 4 registered for an event), but the number can be higher and is based on a percentage rule that went into effect several years ago.Singles skaters qualified for the U.S. Junior Championships by finishing in the top four at one of nine regional championships held throughout the country in October,
