I found many tweets about the postponement of 4 weeks but can't find a good source or details.
According to this google translation:

No word on how long the postponement will be or if it will be held at all. They mention the team trophy as well. Hopefully they will just be postponed and not canceled all together.

I hope the ISU is in close contact with the competitors and coaches so training schedules and travel arrangements can be planned accordingly. I would hate to see someone miss out because they couldn't get a flight.
As I read the new ISU statement, WC and WTT won't be outside Japan.
Because it says that the realizations of these 2 events depend on the confirmation of the normal safety by the Japanese authorities.
I believe that ISU communique of 14 March mentions that postponement or cancellation is under evaluation. So there is no official decision as of yet. It is the ISU that has the power to postpone or cancel on the basis of the JF and other Japanese factors.

Looks like the ISU are actively looking at moving the event to Europe in April. Apparently the German Paarlauf club has reported that 3 cities (probably Bern, Torino, and Malmo) have told the ISU that they can hold the championships in 4 weeks time. Hence, I think that all the signs are pointing to Bern holding the event in the 2nd or 3rd week of April.
