In these several years that I have followed, the Announcement says, for instance in 09/10, like:
"Skaters/couples with an ISU World Standing placement of 1 – 24 (after season 2008/2009) and
skaters/couples with seasonal best scores in the top 24 (for season 2008/2009) who do not hold an ISU
World Standing placement of 1 – 24 will be guaranteed one (1) event if they do not otherwise meet the
criteria listed in categories 2.1 or 2.2 above."
So I think yes. When the feds make their draws for the GPs, even in June, the new standings can be calculated as I posted above.
ETA: Or does that "after" mean the list as of late June within the former season???
