No, they didn't get a deduction there. As you can see from the rules, it is a vote of the judges as to whether the penalty is imposed.
If I remember correctly, Z/G added "metronomey" tick-tock sound specifically to their last season's FD music to be certain there were descernible beats, too. Strange...

Here's Z&G's FD that got a -2 music violation.
I'm hoping someone has the inside scoop on what it was for, given that it didn't get the deduction at their previous competition (Nebelhorn).
Certainly the beginning part is longer than 10 seconds before some kind of beat is established, but I'm not sure when the counting starts.
You could also argue that it is not clear what the airport has to do with Romeo and Juliet, and thus the theme was not obvious (or describable in 30 words or less) to the average observer.
The couple that got the -2 music deduction at JGP Brasov was Dragun & Simonova, in their FD.
