I think that record is held by Trixie Schuba at the 1971 World Championships in Lyon.

Janet Lynn won the free skate, but was only fifth in figures and did not make the podium. The audience booed so loud and so long that eventually the French official (legendary pairs skater Pierre Brunet) had to tell Janet Lynn to go out onto the the ice and take a little bow and tell the crowd to stop booing.

(The upshot of this was, the ISU changed the scoring system. Just saying... )
