    The problem is that new Senior skaters with lower ISU World Rankings will skate in the earlier groups, and even if they skate well, their scores will tend to be lower than if they did the exact same performance in a later group. That will tend to devaluate scores for skaters like Gracie Gold and Kaetlyn Osmond, and keep them in an earlier group for the FS as well.

    And Toni, that's not the only time I got in trouble with names.     Another rule passed: 15 is now the minimum age for all Senior events. So Julia Lipnitskaia will have to go back to the JGP.

    Is she the only one who is affected this year? If that is the case, what a strange rule- keeps only one girl off the grand prix. Does she still have time to sign up for junior grand prix?

    It looks to me to be a standardization measure, not targeting anybody in particular in this particular season.

    eta. Maybe having only one skater being affected is a good time to implement this.

    I'm not going to say that ISU did this in order to target Lipnitskaya. But I do think it is stupid that they decided to pass it so late. The girl already got two assignments, was probably hoping to get ready for them, and they just take her off of the list. Wouldn't it make more sense to wait until next season or make this change before the assignments were handed out?

    DianeSelene, yeah if she has to go back to the JGP, she can. Entries must be submitted a month before the event in question.

    In 2014, vocal music will be permitted for singles and pairs skating.

    One can read a summary of the major decisions made in this congress on the official ISU site's article.

    COP changes that are explicitly mentioned in the article: There will now be a level 0 for elements, and it will have a base value. Then there's talk of some "harmonization" of the rules across disciplines. Something like that was mentioned in the proposals for this congress, I'm not sure the exact details of what passed, though. All in all, it doesn't seem like the COP is significantly changed.

    And the big change that vocal music will, at long last, be allowed in singles and pairs? But only after the Sochi Olympics? I can't wait that long! By then I'll be old and unable to appreciate popular music of any kind.

    It's only two years from now. And who knows...by then Justin Bieber will probably be passé so maybe skaters will opt to skate to something else.

    that's great. now we won't need the years to indicate which olympics anymore. instead of, say, the 2012 olympics, we can have the 'someone like you' olympics.

    shame it didn't happen years ago, when we could have had the 'like a virgin' olympics. or the 'macarena' olympics. now, even when there's no commentary, i'll still hit that mute button 9 times out of 10

    We don't refer to the 1988 Olympics as the Carmen Olympics. Of course, it was really the Brians' Olympics.
