is it always done this early? for some reason I thought theirr nationals was later in the year? or is this different than nationals?
This is the test skate, they show their program to officials, it is always early September, the junior test events have already happened a couple of weeks ago.
Is it sort of like the US's Champs Camp? Is it by invitation only?
I dont know how it works with Champs Camp. The last few years I m following, I know test skates in Russia is for a week in September, it is maybe open for public or at least with accredition and the skaters that are named to national team show either their new programs or just their condition to RF officials. Maybe AxelRus knows a lot more.

The article says that spectators will pay a really low price, so I'm assuming that the public can watch.
Unless you mean skaters being invited - I'm not sure about that.

The test skates next week are closed to the public, but the ones in September will be open to the public.
Russian National Team Skating Trials Next Month
Trials will take place for the Russian national figure skating team next month, Russian Figure Skating Federation president Alexander Gorshkov told R-Sport on Friday.
Closed performances in front of federation specialists will start next week in Novogorsk outside Moscow, with public trials to be held in mid-September.
“The first airing for the programs will be closed in Novogorsk,” Gorshkov said.
“The main goal of these skates is that the skaters demonstrate the readiness of their programs for the given period, after which they will discuss the elements in the program with coaches.”
“The open trial skates, during which the skaters will perform in front of spectators, will be over four days in and around Moscow in mid-September.”
Spectators will be able to watch the trials for a “symbolic” low price, he said.

This is an interesting way of doing it. Closed and then Open. Seems like a step-up in terms of seriousness of preparation. Looking forward to hearing about Plushy and Adelina especially.
