Power shifts and goes according to season and talents, but for now Russian + Japan are formidable alliances as experienced first hand at WC2011, and by their public and skating culture alliances. (Team Japan is most popular in Russian boards, and Plushy is probably the most beloved western skater of all time in Japan). Russia has power because of Sochi, Japan has the money and commercial power.
Followed by Canada, USA, Europe (France/Italy/Fin/Germany etc), each doing their own thing and rise when needed. Subversive tactic is the most powerful when it goes unseen but were felt. Power does not work in an isolated environment, commercial interests dictated via powerful sport agency like IMG (That controls most of the skating shows in North America and Japan, and hence most of skater's financing) can fluctuate and influence the power when needed.
China get no love, coming last, as seen by Li ZiJun getting no home bonus love even coming 2nd in SP TES (5th PCS). With some good talents and success, the government might be persuaded to give better support.
