Like most people don't seem to get in IJS, "artistry" isn't quantifiable and isn't really judged. SS is about the ability to generate power and flow and speed easily and bi-directionally. TR is about how many different ways you cover the ice and in the direction. CH is about how you cover the ice and whether you hit "levels" in space (different than technical levels - but more about dimension) and whether you cover all the ice or only blue line to blue line. PE is more about the quality of what you put out versus "artistry" so a skater who has a clean, 7 triple with at least one 3+3 performance with level 4's in ladies is going to get a better score than someone who gets a couple under rotations and does no 3+3, and IN is more a follow on score than a "real" judge of artistry. Since Gracie covers the ice with a lot of power and has good (quantity and some variety) transitions and her program does touch those dimensional levels and all corners of the rink and when she's not rushing totally she's got the big tricks, her PCS is going to be a big number, even internationally (and she got 60+ at Worlds and WTT last year...) Of the younger guns (herself, Sotnikova, Tutkamysheva, Li...) she's right in the thick of things.

I don't see how we can say Gracie is overhyped when we have a thread going on right now about how awful her programs are. ;)

Probably for the same reason people kept saying Osmond was over hyped, despite the huge majority of postings after SCI were criticism that Suzuki should have won. It does not matter whether the comments are positive or negative. What people seem to remember as hype, is how often your name is mentioned. ;)
