Basically, Peizerat is very critical of Gailhaguet (and rightfully so, IMO), saying that he has made the whole organization of figure skating in France "sclerotic" and that he "chiseled" on it.
Gailhaguet made no comments yet, and he didn't even say whether he's running again or not, I don't know if that means that he wants to run for ISU presidency instead (Good heavens! He could be even worse than Cinquanta!).
Lots of former skaters are supporting Peizerat, but it's local club presidents who are voting for FFSG president next June.

Here's the translation:
Former Ice Dance Olympic Champion Gwendal Peizerat is officially running for FFSG presidency, opposing a system that he says has been made “sclerotic” by current president, Didier Gailhaguet.
“We feel that a big wave is needed in order to shake a system that has eventually become sclerotic. Of course, I'm glad to have been chosen by many people who wants to change things” Peizerat said to AFP [Agence France-Presse].
Peizerat, 41 years old, would presumably run against Gailhaguet, in charge since 2007, who hasn't spoken yet about running for another term. According to Peizerat, Gailhaguet “chiselled on the whole sistem”. “Club presidents must become aware again of their own power. Many people criticize ever-higher costs of memberships and lack of backing from the Federation. It's them who implemented such a system, and it's up to them to manage to stop that” he said.
Former three-time World medalist, now an entrepreneur based in Lyon and Rhône-Alpes Councillor Delegate in charge of sports (Groupe Socialiste, Ecologiste et Apparentés), denounces that “Didier Gailhaguet doesn't get the job done anymore” “All people who tried to have a go at it [the presidency, I suppose] have been discouraged, disgusted, humiliated by a president who doesn't devolve anything, doesn't leave his place and has been obstructing the whole system for 20 years. Now we have this hope and it's a possible thing. I want to reassure all those people who have been intimidated, threatened or told that there's no chance. That's false.”
Peizerat is endorsed by former champions such as Philippe Candeloro, Sarah Abitbol, Stéphane Bernadis, Stanick Jeannette and Alban Préaubert.
“There's much to be done, to be created and to be started anew, regarding facilities, sportspeople and management” he added. “All this would make France an important nation in ice sports again. It has been said that France has become a small nation in ice sports, and that's the worst thing I've ever heard.”
Elections are called on 20-21 June, in Disneyland-Paris.

You have to admire a person who uses the word "sclerotic" to describe his opposition.

Look, Mom, I learned a new word today! :)

How has Didier been the FFSG President for so long? Practically everything I've heard about him has been extremely shady, from the lies he told about Surya Bonaly to his horrendous treatment of Papadakis/Cizeron. Why on earth would anyone vote for him?

Does it sound too magniloquent? That's probably because I tend to mix up Romance languages. On the Facebook link it was translated with "ossified".
Oh well, it's not easy to grasp shades of meaning in English, it's such a rich language!
