As announced in ISU Communication No. 1854 and mindful that the ISU support towards the ISU Grand Prix of Figure Skating is restricted to a limited group of organizing ISU Members, to a limited number of Skaters and to a limited number of Officials, the ISU Council agreed to financially support a restricted group of identified ISU Members traditionally staging International Figure Skating Competitions being part of the ISU Event Calendar.

This ISU support has the objective to ensure the proper and consistent organization and conduct of up to eleven (11) International Competitions linked together as a new ISU Series giving adequate opportunities for many Skaters to compete at the international senior level and earn World Standing Points and to increase the opportunity for Officials to officiate at an international level.

The International Competitions (events), which are included into this international Figure Skating ISU Series named “ISU Challenger Series”, must fulfil specific requirements which are summarized in this Communication.

Subject to a sufficient number of organizing ISU Members applying to participate in and able to comply with the requirements for this new ISU Series, it will start with the season 2014/15.

How this looks to me is that certain competitions now listed as International Bs (Nebelhorn, Ice Challenge, e.g.) will morph into ISU Challenge events and offer more points than the lesser "B" events. The current USFS International Challenge event could be one of those as well. Now maybe Canada will put together an event as part of one of their major summer events and give their skaters a shot at earning some major international rating points.

I find it odd that Canada does not host a senior international. As one of the larger skating nations in the world, you would think they would host one. Also japan and china need to think about that too.

At 2013 were 19 Senior B's at 01 Aug - 15 Dec.
(M means Men, L Ladies, P Pairs, D Dance)
1 8 - 11 Aug 2013 Bangkok, Thailand Asian Open Figure Skating Trophy 2013 (M,L)
2 20 - 22 Aug 2013 Sydney, Australia Skate DownUnder (M,L,P,D)
3 31 Aug - 1 Sep 2013 Celje, Slovenia Slovenia Open (M,L)
4 11 - 15 Sep 2013 Salt Lake City U.S. International Figure Skating Classic (M,L,P,D)
5 19 - 22 Sep 2013 Sesto s. Giovanni, Milano Lombardia Trophy (M,L,P)
6 25 - 28 Sep 2013 Oberstdorf Nebelhorn Trophy (M,L,P,D)
7 3 - 5 Oct 2013 Bratislava, Slovakia Ondrej Nepela Trophy (M,L,P,D)
8 4 - 6 Oct 2013 Espoo, Finland (M,L,D)
9 17 - 20 Oct 2013 Minsk Ice Star (M,L,P,D)
10 17 - 20 Oct 2013 Zagreb Golden Bear (M,L,P)
11 23 - 27 Oct 2013 Nice Coupe de Nice (M,L,P,D)
12 24 - 27 Oct 2013 Poiana Brasov, Romania Crystal Skate (M,L,D)
13 7 - 10 Nov 2013 Riga, Latvia Volvo Open Cup (M,L,D)
14 14 - 17 Nov 2013 Warsaw, Poland Warsaw Cup (M,L,P)
15 14 - 17 Nov 2013 Merano, Italy Merano Cup (M,L,P)
16 19 - 24 Nov 2013 Graz, Austria Icechallenge (M,L,P,D)
17 28 Nov - 1 Dec 2013 Sofia, Bulgaria Denkova-Staviski Cup (M,L,P)
18 3 - 8 Dec 2013 Dortmund, Germany NRW Trophy (M,L,P)
19 5 - 8 Dec 2013 Zagreb, Croatia Golden Spin of Zagreb (M,L,P,D)

Two of them - only Men and Ladies.
So there are 17 - 8 with all four disciplines, 4 without Pairs, 5 without Dance.

Many od them have not enough competitors and ISU members to be as Communication 1858.
U.S. International Figure Skating Classic at 2013 - only Dance would be valid.

What is the chance that will be enough valid competitions?

Since the new competitions will offer more points, it's likely that more skaters/teams will enter. The competitions don't have to have all 4 disciplines, just at least 3 of the four.

They host Grand Prix events. It's not as though they host no senior internationals.

Yes. Also Canada hosts Worlds (2001, 2006, 2013) and 4CC (1999, 2009).

There is lack of SeniorB's at North America (only one in USA) while many skaters of many countries are practicing in USA.
It would be good to have SeniorB in Canada too.

In Russia situation is different - no need of SeniorB in Russia because of very many SeniorB's in Europe.
