JGP Assignments strategy

I sometimes wonder about the strategy of various countries with JGP assignments. Here's what's currently bothering me.

Amber Glenn got 3rd at JGP Courchevel. While I think this was a disappointment from what she wanted, all in all, it's not a bad placement. But I notice USFSA has pulled her from her second assignment. Right now she doesn't have a second JGP assignment, with only one event (Croatia) left to assign:

Now, I'm assuming USFSA could shuffle things around if some other ladies don't make the podium in future events. I assume that they'll want to maximize the chances that a skater gets to the JGP Final. But is this a vote of no confidence in Amber, or something? Or is it more about they've looked at the list of competitors in other events and are trying to get her against a weaker field or something? Help me figure this out! :)

All three US Junior Ladies with 3rd place of JGP Event have four accignments to all four upcoming Events.
Main or substitute entry - it makes no real difference, solution may be made at last moment.
Just for now there are no assignments to JGP Nagoya at http://www.usfsa.org/Athletes.asp?id=216

Solutions mostly are made at last moment, on all the availiable information.

Right now according to the standings pages, it seems they're doing what makes some sense, giving Bradie Tennell the Japan spot (she's still listed here http://www.isuresults.com/events/fsevent00051552.htm ) to see what happens, and then Leah/Karen/Amber each get a second spot tentatively.

The USFSA International Assigments page can be pretty slow to be updated sometimes.

Yes, most probably so.
All the other competitors are weaker than Leah/Karen/Amber.
Why Bradie instead of Tyler? I don't know. Maybe because she won Skate Detroit.

Btw, at 2012 USFSA sent to 7th JGP Event Samantha Cesario (3rd place of previous Event) instead of Barbie Long (2nd). There were three JGP Event Medalists for two spots - Keiser (1st) Long (2nd) Cesario (3rd).
So place of 1st Event is not the only criterium.

At most they update info about JGP at Monday.

Pretty sure Tyler's had an injury this summer so she may not be ready to compete right now.

And I agree, 1st event placement is not the only reason they get second assignments. It's more about placing well in an event than the exact number of the placement.

I recently read a post on one of the boards that Amber was going to Croatia. Sorry, but I don't remember which thread, where, etc. I'm not sure if the information was reliable or not.

ETA Found it. Sylvia said that according to ISU JGP ladies updated standings, Amber was provisionally assigned to Croatia.

I think Bradie placed third at Gardena Spring this year. Perhaps that is a factor in her getting an assignment?

Yeah. I noticed Ashley Shin, who placed second in juniors at Gardena Spring Trophy, has actually gotten a spot on the Challenger Series circuit...

There seems to be some reshuffling of the assignments for the American ladies. Apparently, Amber is now slated for Estonia while Karen is assigned to Croatia.
Not so good for Karen, if both Sotskova and Proklova will be in good competitve state.
Big chance that she will be third, not higher.
Not so good solution of USFS for US Junior Ladiy who is the best at JGP-2014 - the only Event where will be two of four Russian leaders.
