I've been working on my axel and double salchow and loop for more than 7 monthes. I can't land any of them. I keep "cheating" all of them. The best i can do is about a little less than 1.5 rotation for the double jumps.
They take time so be patient. From the time you first land an axel, I believe it takes about 6-9 months before it is consistently landed and that may not include the full rotation.
Are you working on them off the ice? You should be doing stationary rotations up and down as well as the axel.
Another gauge is if you can double skip (rope), it means you should have sufficient airtime to land the axel.
It could be speed going into the jump as well as many skaters tend to slow down as they are setting up the new jumps they are working on.
Plyometrics (box jumping) also help with jumps.
