I've seen wheelchairs with rubber wheels allowed on the ice at my rink. If they are not motorized chairs then the ice guards take turns pushing the child around the ice. Two chairs on one public session is the most I've seen at one time and I don't know if any waivers our signed. But it makes for a very inclusive environment.
