Who Gets to Go?

Does anyone know if a country's "entire" Senior National Team gets to go to Worlds? Don't get excited, I don't mean to compete ... I just mean do all the national team members, or at least the names that were submitted to the ISU as alternates, get sent to at least observe the competition?

From what I know of the alternates, only Michelle was sent to the 1994 Olympics. There was a very real chance that Tonya would not be allowed to compete and they wanted Michelle there to fill the spot.

All of the other alternates stay home. Angela Nikodinov did not go to Worlds as an alternate one year because she went on vacation and either missed the call or couldn't get trained in time.
