At regionals the maximum per group is 20 as reflected by rule 3325. One doesn't have to be nationally ranked to be seeded at regionals. A skater (intermediate-senior) can be seeded by a placement in the event of the same class (final round only) from regional through national championships. They say they don't seed juveniles at regionals but they really do.
As for Liberty, I don't keep stats on skaters, but it looks like skaters were seeded into groups. Any skaters who did not make final round at last regional comp would be random draw. Most reasonably sized comps have a referee who will seed.
