This articles assumes that the ISU does not change the rules over the summer but here goes
JW slots
The JW slots for 2013 are determined this way.
Case 1. One entrtant from the country.
A top 2 finish means 3 entries . A top 10 finish means 2 entries. Any lower means 1 entry.
Case 2. 2 or 3 entrants from the country.
The top 2 placements for the country are summed up.
Top 16 placements are given the points of their placement.
Lower than top 16 ( but making the FS ) is given 16 points.
Making the short program ( but not making the FS ) is given 18 points.
Failing the qualifying round is given 20 points.
So the sums work this way for the point totals of the top 2 entries for the country.
1. 13 points or less - 3 entries.
2. 14 - 28 points - 2 entries
3. More than 28 points - 1 entry
IOW the JW spots are determined pretty much the same way the senior world spots are.
