Grand Prix Assignment question

I know there is a formula for figuring out how many grand prix assignments you get; but how do they decide WHAT assignment you'll get?
Is it up to your federation; or your coach or is up to the ISU officials to randomly assign skaters to various grand prix events?

I believe the top skaters get to choose which event they go to.

From ISU site:
Skaters/couples who have placed 1 – 6 in each of the 4 categories (Men, Ladies, Pairs, Ice Dancing) at the most recent World Figure Skating Championships will be considered to be seeded skaters/couples and will be assigned, by draw, to skate in two events.

I read this as meaning that it's random. Also, I recall Mishin mentioning in an interview last year that while in prior years they got to decided which events to take, that year it was decided for them.
