The City With the Most Identity Theft

Topping all 50 states, Washington, D.C. had the highest rate of identity theft in 2002 with 123 victims for every 100,000 people. Reuters reports that coming in right behind the District of Columbia are California and Arizona with 91 and 88 victims per 100,000 people, respectively. Identity theft is the hijacking of someone's identity information, such as a credit card or Social Security number, to steal money or commit fraud.

The Federal Trade Commission released its annual report on Wednesday that details consumer complaints, and not surprisingly identity theft topped all fraud complaint categories--for the third time in as many years.
The top categories of consumer fraud complaints made in 2002 are:
Identity theft: 43 percent
Internet auctions: 13 percent
Internet services and computer complaints: 6 percent
Advance fee loans and credit protection: 5 percent
Shop-at-home/catalog sales: 5 percent
Foreign money offers: 4 percent
Prizes/sweepstakes and lotteries: 4 percent
Business opportunity and work-at-home plans: 3 percent
Telephone services: 2 percent
Health care: 2 percent
Magazines and buyers clubs: 2 percent

The Justice Department says that up to 700,000 people in the United States may be victimized by identity bandits each year, costing the average victim more than $1,000 in expenses to cope with the damage to their accounts and reputations. "This is a crime that is almost solely on the shoulders of the victim to resolve," Beth Givens, director of the Privacy Rights Clearinghouse, a San Diego-based consumer group, told CNN. "They're beleaguered, they're tired, they're angry, and it takes them a good deal of time to recover."
