Alexander Gorshkov, the president of the Russian Figure Skating Federation, said the event should be held at the 12,000-seater Iceberg Skating Palace in the Sochi Olympic Park.
"We've submitted a bid to the International Skating Union that we want to receive the 2017 world championships in Sochi," Gorshkov said.
"Everything was in accordance with the procedure, now we await the response from the ISU," he added.
This year's championships, held a month after the Sochi Games, took place in Saitama, Japan. Next year the event stays in Asia with Shanghai before traveling to the TD Garden in Boston for 2016.
Russia last staged the championships in 2011, when the event was moved to Moscow from Nagano, Japan, in the wake of the earthquake and tsunami that reportedly caused at least 15,000 deaths and the Fukushima disaster.
