2015 Quebec Sectionals Question

I read that Quebec gets 8 slots rather than 4 for Challenge? Is this true? And is it also true for dance and pairs? Quebec skaters have to prequalify for sectionals, which perhaps makes this fair, as that is not the case in all other sctions.

Also Ontario has four sections. Each gets 4 slots, which is 16 for the whole province. This seems rather unfair. Is it always that way, or are the amount of Challenge slots per province revisited and reconsidered on a regular basis?

Yes, Quebec is treated as if it has 2 Sections, so the top 8 in all events advance to Challenge. Quebec and Ontario are the two provinces with the largest populations and they also have by far the most skaters. These two provinces, plus BC and Alberta, produce most of the skaters that make it to nationals. The other provinces produce national-level skaters occasionally, but not in any great numbers.
