**As per Rule 400.A.3 (linked further down in this post), the total number of spots allocated to countries earning multiple spots is 17, which exceeds the allotted 16 Quota Spots. Thus, as the USA is the lowest placing country to earn 2 spots, they are not permitted to enter a second pair at the Olympics. This does not affect their ability to enter 2 entries to Worlds.

Olympics and Worlds Qualification Rules

Multiple Spots:

For 3 spots:

- If a country only has a single skater/couple, that skater/couple must place 1st or 2nd.
- If a country has multiple skaters/couples, the top two of these must have placements totalling 13 or less

For 2 spots:

- If a country only has a single skater/couple, that skater/couple must place 3rd through 10th.
- If a country has multiple skaters/couples, the top two of these must have placements totalling 28 or less

Special notes:

- Skaters/couples qualifying for the FS/FD but placing 17th or lower receive 16 placement points regardless of actual placement value
- Skaters/couples competing in the SP/SD but not qualifying for the FS/FD receive 18 placement points regardless of actual placement value. (Exception: Only 16 teams qualify for the FS in Pairs, so the 17th team would therefore receive 17 placement points)

Olympic Qualifications

(ISU Qualification Procedures document)

- Maximum spots per discipline: 30 for Men's, 30 for Ladies, 20 for Pairs, and 24 for Ice Dance

- Quota spots determined at the 2017 World Championship: 24 for Men's, 24 for Ladies, 15 for Pairs, and 18 for Ice Dance
-- ETA (9/28/2017): France has given up 1 pairs quota spot (retaining their second) and Denmark has given up their Ice Dance spot. Numbers for Worlds quota spots have been adjusted accordingly.

- Countries may obtain multiple (2 or 3) Olympic quota spots at the 2017 World Championships as per policies spelled out above under "Multiple Spots". Quota spots will then be filled by the next best ranked countries who have not obtained multiple entries, until all quota spots allocated via 2017 World Championships are full.

- Rule 400.A.3) If applying multiple spot allotment causes the Quota Spots to be exceeded, the last country to reach the placement totals required to gain a second spot will not be permitted to enter said second spot.

- Remaining quota spots (6 for Men's, 6 for Ladies, 5 for Pairs, and 6 for Ice Dance) will be determined at the 2017 Nebelhorn Trophy, which will take place from September 27th - September 30th, 2017 in Oberstdorf, Germany. Countries may obtain a maximum of 1 spot per discipline for which they have not obtained spots via the 2017 World Champions.
-- ETA (9/28/2017): France has given up 1 pairs quota spot (retaining their second) and Denmark has given up their Ice Dance spot. Numbers for "remaining quota spots" have been adjusted accordingly.

- Host Spots, if necessary, will be determined after the Team Event qualifications are settled. Provided that there are remaining places from the 10 "Additional Athletes Quota" spots available for Team Event countries not fielding a full team, South Korea is eligible to a maximum of 1 host spot per discipline they do not qualify for through the 2017 World Championships or 2017 Nebelhorn Trophy.
--ETA (4/4/2017): The ISU released a list of official spots qualified through Worlds, which also states that South Korea get host spots in disciplines they don't qualify one for, but makes no mention of the "Additional Athletes Quota" leftover spots part.
--ETA (9/28/2017): A more recent document from May, Communication 2093, still includes the "Additional Athletes QUota" leftover spots provision again, so the original Host Spot info stands.

**Formatted text represents those countries who have qualified entries in all 4 disciplines, 3 disciplines, or 2 disciplines. At least 3 are required for Team Event competition.
***Note: This table will be updated as teams declare they are not using all of their earned spots, and also as each discipline at Nebelhorn concludes.

^France earned 2 Pairs spots based on placements at the 2017 World Championships. However, they have elected to return one back to the Nebelhorn pool. Additionally, Denmark has returned their Ice Dance spot to the pool likely due to Laurence Fornier Beaudry's inability to obtain Danish citizenshp. Source.

*France officially returned one of its' pairs spots to be reallocated at Nebelhorn.

^As of November 29th, 2017, North Korea may not have their pairs spot any longer, since they have not confirmed with the ISU that they would send their qualified pair, as per the October 30th deadline. Japan has not been officially offered the spot yet since the official date for that by December 13th.

With Ladies SP almost done, just a reminder that there's a summary of the Olympic qualification rules in the OP and the qualifying document is linked if you want to read more!

(Saw some people asking early in the SP thread)

Interesting note based on the Pairs SP:

From my post here so it doesn't get lost in the post-event discussion

If spots were allotted based on the SP, when you add up spots from the countries who earned multiple spots, 17 spots are accounted for.

Technically there's only 16 quota spots from Worlds and there's no clear detail on what happens if the spots based on Multiple Spot Allotment exceeds 16. Either France, as the last country right now, would only get one spot (which seems dumb) or only 3 spots would be available at Nebelhorn (which also seems dumb).

ETA: According to the ISU Special Regulations and Technical Rules document,

If the application of the above procedure results in
more than twenty-four (24) Ladies or Men, sixteen (16) Pairs, or nineteen
(19) Ice Dance Couples being eligible for direct entry, the last ISU Members
to reach the qualifying limit would not be permitted to enter a
Skater/Pair/Couple that would cause the limit to be exceeded

So if after the FS, there are still 17 pairs "qualified" based on multiple spot allotment, the last ranked country to reach their multiple spots would not get their extra spot.

Thanks to new member ivanja for pointing this out.

Pairs qualified spots are up to date, I believe.

Unfortunately, the US ends up as the ones subject to the technicality of Rule 400.A.3 just when they actually seemed to be showing some potential development in Pairs at Nationals.

Is it possible for the U.S. to get a second Olympic pairs spot via the Nebelhorn qualifying? Or are those 4 spots open only to countries that don't have a spot yet?

Your second question is correct. (This is also stated in the bullets in the OP, and if you need a reference, in the linked Qualification Procedures document)

Please read the first post, which explains how placement points are capped for those who don't qualify for the FS.

This means that if there more countries getting 2 and 3 spots, the number of one spot countries become smaller.
eg if Canada, Russia and USA all get 3 spots, then the multiple country slots would take up 18 spots. Only 6 countries will get one spot from Worlds instead of 9.
Oh dear, Julian probably have to go to Nebelhorn to get his slot for Malaysia.

Question: if Kazakhstan forfeits their second spot because of no eligible skater. Does another spot open at Nebelhorn?

Does Kazakhstan have a second lady? Is there a technical minimum that must be met for the Olympics like worlds has?
