What is the procedure for being invited to these events. Can a skater just sign up?

That's a good question. If the answer is yes, then I'd love to see Gracie sign up for a couple of them. She needs to get her groove back and the more she's in front of a crowd and a panel of judges, the better.

This question seems to come up every season, and the answer continues to be No -- per the Announcement at the link in the OP. (And per Announcements in previous seasons.)

Skaters are entered by their federations. Federations are the gatekeepers. A max of three entries per discipline per federation (except for host federations).

Speaking of Max.....Didn't he do very well at these events last year? I seem to remember him skating at the Nebelhorn Trophy...

I should have included a footnote above re 2017 Nebelhorn:

Entries at Nebelhorn have extra limitations this season because it is the Olympic qualifying comp.

But the answer to MM's question remains the same: skaters are not able to sign up on their own. Federations enter their skaters.

Per the 2017 Nebelhorn announcement:

Each ISU Member has the right to nominate one competitor/couple for each event in the NEBELHORN-TROPHY 2017 for qualification purpose, if this Members did not qualify at the World Figure Skating Championships 2017 for the Olympic Winter Games 2018. In addition, Member Federations, placed 1 to 10 at the NEBELHORN-TROPHY 2016 in the category concerned, may also enter one participant/couple. (see point b) for exceptions). Other ISU Members may also enter one (1) competitor in each discipline, but will be accepted only, if there are enough positions available.

Max Aaron has earned many Challenger medals (including gold).
Most recently, he won the bronze at 2016 Lombardia and at 2016 Autumn Classic.

He won the silver at Nebelhorn in an earlier season.
