This event should be very interesting event. Traditionally Russia has sent a very strong team to this event and it shouldn't be any different this time either.

Some eligible Russian skaters. Russia has the maximum two spots in every discipline.

    Men
    Daniil Samsonov
    Artur Danielian
    Andrei Mozalev

    Ladies
    Alena Kanysheva
    Ksenia Sinitsyna
    Viktoria Vasilieva
    Anastasia Tarakanova
    Anna Frolova
    Anastasia Kostyuk

Note: Neither Daria Daria Usacheva nor Kamila Valieva are eligible here even though they are eligible for the 2019–20 JGP season. Obviously Trusova, Shcherbakova and Kostornaia would be eligible but I am sure they will move to seniors and I doubt Russia would sent any of them here.

    Pairs
    Apollinariia Panfilova / Dmitry Rylov
    Stanislava Vislobokova / Alexei Bryukhanov
    Diana Mukhamezyanova / Ilia Mironov
    Anastasia Mukhortova / Dmitry Yevgenyev

    Ice dance
    Sofya Tyutyunina / Alexander Shustitskiy
    Irina Khavronina / Dario Chirizano
    Ekaterina Andreeva / Ivan Desyatov

This event is right around the time of Canadian Nationals, so I don't know who SC will end up sending, but here are some eligible Canadian skaters. Canada has 1 spot in singles, 2 in dance and none in pairs (yet).

    Aleksa Rakic
    Alec Guinzbourg
    Wesley Chiu

    Ladies
    Emma Bulawka

    Catherine Carle
    Melody Zhu
    Vienna Harwood

    Dance
    Nadiia Bashynska / Peter Beaumont
    Mika Makita / Tyler Gunara
    Natalie D’Alessandro / Bruce Waddell
    Emmy Bronsard / Aissa Bouaraguia

US Nationals is also around the time of this event, so same deal as the Canadians, but here are some eligible US skaters (I don't know them as well as the Canadians though). The US has 2 spots in singles, and 1 in pairs/dance.

    Men
    Goku Endo
    Joseph Kang
    William Annis

    Ladies
    Hanna Harrell
    Audrey Shin
    Calista Choi
    Alysa Liu
    Isabelle Inthisone

    Dance
    Elder/Elder
    Brown/Brown

Also probably a couple of the new teams, but I don't know all of their ages.

I don't know any US pairs teams that meet the age criteria, but I'm sure there's someone.
