With replacement's spot, money the host country/organizer need to spend play a big role. From all the skaters on the list, it is easier/less expensive to host Nicole Schott, especially cause she has training practices in Italy, maybe exactly in this period of a year. All the grand prix hosts follow the similar route. From the pool they have to choose they will call the closest one, not in terms of the ranking, but in terms of a physical distanceI don´t understand it either. Both Schott and Kiibus got a spot already, not sure why Nicole would get the second one. Why also give it to someone who has got a spot, and not someone like Josefin Taljegård who placed higher then Schott at WC? Looking at the standing for WC 2021 looks like every skater below Josefin got a spot for GP, but not her? I guess there must be other requirements as well, but I agree on that it´s very weird that Schott got a second spot!
