can a judge be a referee at the same time during an ice dance competition? This must be a mistake.

It is allowed for competitions falling into "other international" category (those below Challenger level).

The requirements for scores to be recognised for Minimum TES and World Standing points are:

i) the Technical Controller and the Technical Specialists must not be from the same ISU Member
(Condition met here as Kristen Fraser-Lukanin counts as Azerbaijan rather than New Jersey).

ii) a panel of a minimum of five judges is required, and, no ISU Member can have the majority of the Judges on any panel.
(so 2 US judges out of 5 is ok)

Technical panel members and judges should have with at least "International" qualification ("ISU" qualification is higher than "International").
As an exception in extenuating circumstances, one national Technical Specialist or one national Data or Replay Operator from the host SU Member may be used as Assistant Technical Specialist or Data or Replay Operator.
As an exception in extenuating circumstances, if the number of the Judges present is insufficient to compose the panel, one national Judge from the Host ISU Member may be used provided that Judge has been trained in the use of the ISU Judging System.

There is nothing written in the rules saying that Referee can't be also a judge in the same discipline for this level of competitions. It already happened in the past in some small Senior Bs.

Here we have

Judge 1 Ms. Nicole LEBLANC RICHARD (Canada) * ISU level
Judge 2 Ms. Lolita LABUNSKAYA (Russia) * ISU level
Judge 3 Ms. Kathaleen CUTONE (USA) * ISU level
Judge 4 Ms. Elyse MATSUMOTO (USA) * International level
Judge 5 Ms. Ece ESEN (Turkey) * International level

Referee Ms. Nicole LEBLANC RICHARD (Canada) * ISU level
Technical Controller Mr. Hal MARRON (USA) * ISU level
Technical Specialist Mr. Rock LEMAY (Canada) * ISU level
Assistant Technical Specialist Ms. Kristen FRASER-LUKANIN (Azerbaijan) * ISU level

The panel here is the bare minimum. However, given that between countries travels can be complicated in this period, it is understandable.
Moreover, organisers should pay hotel and meals for judges and hotel, meals and travel expenses for technical panel and referee. If the pandemic also affect on costs and incomes from competitions, it is comprehensible that they would like to limit costs by inviting less judges (and recycling the referee as a judge) and by using Fraser (same as Lake Placid International) because it is less expensive to pay the expenses from New Jersey rather than someone actually living in Europe.
Moreover, the standard practices is that organisers ask Federations taking part to a competition to nominate a judge to serve. In these cases, the nominating Fed possibly pay for the travel expenses (as organisers cover for hotels and meals). But if they don't nominate enough judges, organisers should find judges willing to come at their own expenses or to finance their trips (hence more costs).

What is happening to Macnamara/Spirdonov? I know this is their only second year competing but scores for the past competitions have not been very encouraging let alone the mistakes they are making. Spiridonov is definitely the weaker one. So much expectation on these two from me but just not skating to their potential. hopefully they can make a push for next quad because they are low in the US ranking right now.

Davis/Smolkin definitely got the North American "look" instead of the russian brand of in your face type of skating. They are patient in hitting their edges which is an obvious sign of a still developing team but will definitely serve them good in the long run especially in getting those levels. Davis is the weaker skater and need a class or two from Stepanova/Popova on how to maximize facial expressions. It is good that they are hitting their levels but you can tell it is very mechanical which is very obvious with developing teams.

Im not sure what is up with judge 5 but those PCS score for H/D is just criminal. All her scores for all the other teams were pretty dead on with the other judges so Im not sure what was she thinking there. We'll have to find out if same is going to happen in the free.

After seeing now judges' names, it all makes sense with protocols lecture.
I'd say judge 5 was the star of RD event, next place goes to Madison Hubbell's catsuit, 3rd to Lorraine being adorable.
