Do the juniors have a requirement to do the combo first?

If senior men botch the first jump, they can adjust and add the combination to the second jump.

But... the box is showing +COMBO right after the first jumping pass.

His name is actually is Axel Ahmed (If´s the french guy), i´m confused.

juniors have a single mandatory jump, this year is the flip, so you can attach the combo only on the other one

Because they are required to do a Flip and an Axel as a single jump, so if they start with a Lutz, they have to add the combo.
