What is the organization that bans missiles (or other weapons)? What are the countries affected by the bans?

United Nations. The countries sign the contracts together.
Ok thank you. So that means that all countries that sign the contract can't use the weapon, i guess.

BTW, this reminds me, whatever happened to that amazing North Korean pairs team?
I wanted to say that 2020-2021 season killed them like many others but seems like they didn't competed internationally in 2019-2020. Must be something else.

I don't think that North Korea is all that interested in what the UN security council says or does.
