If a NOVICE SINGLES dual discipline athlete who has transferred their entry out of section to compete in pairs or ice dance places 1st or 2nd they will be invited to skate up to Junior, in addition to the 3rd place athlete.

Not for pairs. Pairs skater Olivia Flores was 2nd in Novice. Her club is in the midwest section, though, so she didn't have to transfer her individual entry from somewhere else. (Ellie Korytek transfered her individual entry, I think, but she didn't finish top 2.) I didn't check pairs men or dance, though.

In addition to no Karen Chen and Michelle Lee being in, some other differences I noticed. Sofia Bezkorovainaya is listed as "bye petition" - she was originally disqualified for practicing while the competition had started (or that's what others have said). Looks like Melania Blecic, who qualified after Sofia was dq'ed, will still be in and they will go with 19 junior ladies entered. Also, in senior pairs Lockley and Caputo are not listed - I read somewhere that they did not meet the qualifying score. But Nica Digerness and Mark Sadusky are now listed under "advancement petition". And two junior pairs are listed under "one year exception to rule 2502" - Audrey Park and Carter Griffin as well as Graceann Gottschalk and Collin Motley.

This year, it was top 2 from each section, and then best qualifying scores to fill out the list to a total of 18.
