So of what possible use is the ! call?

It alerts the judges to look out for and decide for themselves whether they thought there was a wrong edge or not, and what to do about it.

But the judges can decide all these things for themselves anyway without a "maybe, maybe not" from the tech specialist.

Definitely true. I think the reasoning is that the tech specialist often sees jumps from a different angle. It also means less (e) calls where it's borderline.
