I am not saying they must send her not matter what. I am telling they must consider other results. Officially there are other criteria. Why to make an exception now?
Mao has to get all her jumps back if she wants to go to the Olympics. If she does not place in the top 3 at Japanese Nationals 2018, the Japanese federation won't give her a spot on the Olympic team. Mao is a great skater, but the years of practice and performance have taken a heavy toll on her body, and her time has passed.
It is unlikely that all of her injuries will heal in a year, or that she will not incur new injuries. If she is not physically 100%, she won't be able to get her jumps back. Japan has so many young skaters with impressive technical skills. They may not have Mao's elegance and presence on ice, but they can and will technically pass her. That is the reality.
Mao has had two seasons of subpar (for her) GP results. In 2015-2016, she at least made the GPF, even if she finished last there. But this GP season has been dismal, with 6th and 9th place finishes at her two events. She was 3rd at 2016 Nationals and 7th at 2016 Worlds, but dropped to 12th at 2017 Nationals. An injured Mao is not only not competitive domestically but internationally as well, and that is what will prevent Japan from naming her to the Olympic team if she is not physically 100%.

the way he is soo cold when she has a day off also makes me think he is not a good coach
