Snug is okay, it should be snug. You don’t want your foot to be moving inside your skate.

If it’s painful, however, that’s another story. If it’s painful when you’re just standing/sitting, it’ll be even worse when you are moving around for a longer period of time.

Properly fitting skating boots are basically little concrete foot coffins, but they shouldn't hurt. As already suggested, wear them around the house (with hard guards on) and see how you get on. They won't get any tighter and should pad down a little.
