Can Lefebvre and Markov not rep. Canada yet?

I was wondering about Four Continents.... I know this dance team can't yet represent Canada at worlds, but I noticed they aren't on the 4CC roster yet either. I would have been very interested to see what the international judges think of this pair (I think they are VERY promising and one of the most exciting new Canadian teams I've seen in years). During the championship the commentators on CTV remarked that they would be doing the Grand Prix circuit next year - all things being equal. If anybody knows the ins and outs of their eligibility I'd appreciate an explanation....

Because he competed for Russia last season, they can't do any international assignments this year. Next year, I think they can do some internationals, but not Worlds. ISU rules. Someone please correct me if I'm wrong.
