It's the JGP strategy for most countries. They enter everyone anyways because depending on who does well or even which competitors are lined up, Feds have the opportunity to switch around skaters, as long as they are listed as subs.

The spots belong to the country and not the skaters... And they are allowed to name whoever they want... Some countries will remove spots from skaters for instance, because they haven't performed well enough to qualify for JGPF and give them to other skaters.
