Will Virtue & Moir achieve their missing level 4's?

I'm relying on the posters who know their stuff (as I don't). I'd like to see them achieve level 4's on their step sequences, but what do they have to do to achieve this? I'm curious. They have such amazing skating skills and edges, so what is holding them back. Is it politics?

The rules for achieving level 4 in footwork sequences have been made more difficult for everyone. It's harder for all teams to meet that new standard. Also, step sequences are complicated. Both skaters must hit the correct edges, turns and steps together. If not, they will be dropped to level 3. It takes time to work out the kinks in those sequences within the context of a new program. Typically, V/M reach the level 4 threshold consistently by 4CC or Worlds. They will be fine in that regard. Politics really has nothing to do with it IMO. Levels are not an indication of the beauty of the skating, but of the correct execution of it.
