If they wanted, they could have prioritise Guliakova’s second spot.
Instead of a gold medalist? Or maybe Kostornaya who was the last to get her first spot? https://en.wikipedia.org/wiki/2017–18_ISU_Junior_Grand_Prix#Ladies

But should they have given her a second spot over Samodurova's first spot, then? Samodurova ended up winning 2 golds. No, but they could get Gulyakova her second spot before theydecided to give Kostornaya her first spot. After they gave Kostornaya her first spot, it was pretty obvious that she needs second spot and Guliakova had no chance to get another one.

I was talking about the first assignment of Samodurova's.No, Samodurova would still have second spot but Kostornaya would be only in the last event and therefore not have two. Yes, Kostornaya got into JGPF, but if she had only one event it would have been Gulyakova who got into JGPF. But the federation decided to give a chance to another skater, without obviously knowing how well the skater will skate, rather than giving a second spot to a silver medal holder.

and of course former Russian lady, Anna Kuzmenko, will be there as well... it's ridiculous for her to still remain as a junior, especially when she would probably not earn a second event there either.

Let's try to move on from endless, repetitive Gubanova discourse: do you actually think all three Eteri superjuniors will move up to seniors next year? Even assuming the best case scenario where they go 1-2-3 at JGPF and JW are there enough spots/politicking for all three of them to get a senior debut with two GP assignments? Especially if they want all three of them to establish themselves as strongly as Zagi did in her first senior season. Imagine the dilemma for Rostelecom Cup that year! I wonder if, for example, they wouldn't keep Korstornaya in junior for just one more year (heh) in order to space things out a little bit.
