R&D trains there are aiming to achieve 1500 km/h eventually. A completed test rail has been built for 450 km/h trials. Routes are already being identified and surveyed. My understanding is much cargo will also go overland, a huge saving on the sea lanes, though perhaps slower than the passenger HSR. Japan is also getting interested in linking up via Sakhalin. (Though the northern sea passage is also being developed now that it's navigable.)
