Because he skates pretty and they want to give him the opportunity?
I just don't know...

They have a JGP selection event every June and we can assume that the skaters chosen were the ones who performed the best

However, during the summer competitions, Tsudoi and Masaya Mishima delivered their typical messy programs
Sena Takahashi (debuting as Junior this season) who a lot of fans were expecting to receive an assignment was left off the JGP list

That speech by Ted was a thinly-veiled response to something I said earlier on in the Free Dance thread.

And he's right. The ISU and Red Brick have done a great job with the Junior GP Series over the years.

It just isn't working out this week for whatever reason.
