Page 10 details the rules for replacements, they're allowed to refuse under extenuating circumstances like being unable to get a visa in time. I heard on Jackie Wong's Rocker Skating Podcast that it was possible Gogolev would decline in order to avoid back-to-back assignments, as there is likely another opening for Gogolev available at the final GP. Gogo obviously needs to pace himself so he's in good shape to go to battle at Canadian Nationals, in January.Hiwatashi got Pulkinen's spot in China.

Two completely different situations, IMO. At the time Gogo declined Cup of China, it was obviously known there was another opening available at Finlandia. As the next in line for an assignment, Gogo clearly had first preference to choose Finlandia over Cup of China in order to avoid back-to-back assignments. Bummer. I really wanted Samodelkina to get a second assignment, she has the potential for GPF.With Samodelkina's recent injury she might not be able to accept second assignment this soon, as she will be prioritizing getting healthy for Olympics/worlds. So, it will more likely be Pezetta for China

It was a holiday in Canada when the withdrawals came out. That would add delays in getting the invitation if it's going through the federation and everything needed to apply for a visa on short notice.Maybe Hiwatashi and Gogolev agreed to switch their spots because this way it fits better for both of them and ISU didn't care as long as they are both happy with the deal?
