I was in the middle of my tests for Pre-Silver when the whole name change occurred. According to the rulebook:

To complete a follow solo pattern dance test level, all tests within the level must be taken and passed as follow solo pattern dance track tests. To complete a lead solo pattern dance test level, all tests within the level must be taken and passed as lead solo pattern dance track tests. Solos within a partnered pattern dance test (silver and above) do not count toward completion of solo pattern dance track tests. Solo pattern dance tests passed prior to July 1, 2023, may count toward the completion of the follow solo pattern dance test or the lead solo pattern dance test.

I currently have my Pre-Silver follow solo test since I passed one of the three PD post July 1, 2023.

Does this mean I only have to test that single PD (Lead Solo) to complete the Pre-Silver Lead Solo? (And the ones I took prior to July 1 will count toward Pre-Silver Lead Solo?)

:wave2:Welcome! Can you not ask the US association office directly?

The test rules are different for different countries, and GS is an international forum. I can't answer your question since the rules are probably different in my country, but hopefully one of the American members may know. You may have to wait for an answer, since everyone here is caught up in watching and discussing the Olympics just now, but there are some coaches on GS (which is mostly a forum for fans of competitive skaters present and past) who may be able to help you. Good luck! I hope your situation works out the way you'd like it to.
 
I'm assuming you're talking about USFS rules. I would absolutely consult with Member Services. But, no, I don't think dances passed follow will count towards a lead test. I read this as previous tests will count towards the completion of that level even though the terminology has changed.
