Joe, I said a flutzing skater who has a lutz in the SP and two lutzes in the FS could get as much as -1.5 GOE off for each lutz, for a total of -4.5. The same would apply to the lip.

The TES is the sum of the value of each element (base value with GOE added or subtracted). So if you have two skaters, one a flutzer and one not, and they both skate clean SPs (aside from the flutz), the flutzer's program will be scored lower, from 1 to 3 points lower (depending on how bad the judges thought the flutz--or lip--was). I used 1.5 because that's what I've seen Caroline and Kimmie get dinged for their flutz and lip.

In the FS, with two lutzes, the hit can be anywhere from 2 to 6 points.

If a skater has been dinged 1.5 in the SP and 3.0 in the FS, that's giving up 4.5 points to competitors who don't flutz/lip. Sarah Meier was so concerned about her lip deductions that she substituted the salchow for the flip in her FS. That didn't work out well, because she made a mistake on the salchow!
