CompeteUSA LTS Pairs levels?

What is this? https://www.learntoskateusa.com/media/1091/curriculum_pairs.pdf

I only see competitions that start at "Adult Bronze Pairs" or "Juvenile Pairs" for the kids. Why isn't there a lower level for Pairs? For example, female skaters are much more likely to be a high level skater from being in the sport for years, and if they manage to recruit their brother or boyfriend or husband to join the sport, it will take SOME TIME for him to catch up if he's never skated before. He would have to pass several levels of MIF before you can do the first Pairs test.

Obviously, MIF is super important for stability of lifts etc. But why isn't there a lower competition category without the lifts like the pdf I linked above? Why isn't there something to compete in as a couple while the girl waits for the boy's skating skills to catch up to her?

You can't do showcase DUET events because it has very severe level restrictions. There's no "open" category in showcase that let's a newbie skate with someone more advanced. Ice Dance is the only choice and that's assuming you aren't surrounded by competitions that only do SOLO ice dance events. Would a competition add a partnered event if you ask them to? Surely a judge that can judge a SOLO event could easily do a partnered event too? And yet tons of competitions in the midwest only offer SOLO events.

It's funny how singles skaters can compete right from when they start in Basic 1, but there's so few options for partnered skating. Yes, we know partners are rare, but why not have an easy CompeteUSA event for them to do things in for fun? showcase or pairs stuff. It doesn't have to include lifts.

Would this work? https://www.usfigureskating.org/sites/default/files/media-files/Showcase and Interpretive.pdf
It claims the Pre-Bronze showcase is totally "open" and not restricted, which would allow an advanced skater to skate with a beginner skater?
I don't see any other way to do a mini pairs-like program before passing "Adult Bronze pairs" test.

Ice Dance has options as soon as you complete Basic Skills levels. But what is Pairs supposed to do? There needs to be a super, super basic LTS Pairs competition level where you just show off stuff like crossovers, stroking, baby spins, bunny hops, and maybe a baby throw jump where the girl does 99% of the work getting into the air since the girl is likely more advanced than the boy. It would be somewhere a Pair could compete until they're ready for Adult Bronze Pairs or Juvenile Pairs. And I doubt it would take fancy high-level judging credentials to have that sort of super low level Pairs event option.

Help? Thoughts?
