Can we be certain that he has been accepted? I don't know how the bureaucracy works. There's still a TBC next to Fedor's name on the Entries List. Would the ISU allow him to practice while his application is still pending?

Yes, but that'll depend on the SP results, so you will not know until after the SP, or CD and OD for dance.

It seems like the practices on Thurs through Sat will be according to the starting order after a draw before the Short and the placement after the Short. You can check the schedule on http://www.isuworlds2009.com/pdfs/event_schedule_r031709.pdf But I could be wrong.
