I think it would be better if worlds qualifications were more like that of tennis Grand Slams. There be a set number of spots for each discipline. The skaters that qualify from nationals will fill most of the spots. Then let the rest of the spots go to ranked skaters base on who did the best in a qualifying round at worlds. Skaters who qualify from nationals will be exempt from this.
Instead of having odd number groups like

44 men means 2 SP groups of 22 (flights would be 5-5-6-6). The top 12 ISU-ranked guys will draw to skate in the final 2 flights of the later group. Top 12 currently are: Joubert, Takahashi, Buttle, Oda, Lambiel, Lysacek, Sandhu, Weir, Preaubert, Van Der Perren, Verner, Davydov (Mabee is next).
49 ladies means 2 SP groups of 25 (later group) and 24. If the 25 skaters are evenly divided into 5 flights of 5 skaters, then the top 10 ISU-ranked ladies will draw to skate in the final 2 flights. They are: Mao Asada, Meissner, Meier, Sokolova, Yu-Na Kim, Rochette, Nakano, Ando, E. Hughes, Poykio (next in line are Czisny, Sebestyen, Korpi, Kostner).
Why not just have a even number of 50 or 60.
