Question About the Age rule

I know that most of you are probably sick of this topic by now, but does anybody remember the reason that the ISU had for making 15 the cut of age when they did? was it because of Tara? Is there anyplace where I can read up on this?

It was before Tara - she made it through on the loophole. It happened after Oksana.
