Japan, actually has pretty bad relationships with many Asian countries because of what they did during the war, and because they still refuse to own up to it till this day.

AFAIK, "souren" (North Korean residents) is the most subject to discrimation in Japan. I'm not trying to defend any kind of ethnic discrimation at all, but "souren" hasn't made a real effort to "belong" to Japanese society on their part. They have their own schools where students are not allowed to speak Japanese and use North Korean texts. They even have their own colleges and strictly "souren" job market. They are also supposedly responsible for numerous Japanese hostages abducted to North Korea for whatever reason. The discrimination against them is extreme, and many of them have been subject to hate crimes.
I'm not really sure about the cause and effect relationship here, so I wouldn't call either party entirely responsible for such social phenomenon. However, there are not many "multicultural" societies like USA. Even most tolerant nations promote interculturalism, and most other nations are homogenous in that regard IMO. So, I wouldn't make any quick judgement on certain national policy or social structure.
